Scouts is the only national scouting and guiding organization of Nepal and a proud member of the World Organization of the Scout Movement (WOSM) and the World Association of Girl Guides and Girl Scouts (WAGGGS). 2. Job Description
Position Title: Director (Chief Executive)
Reports to: Chief Commissioner / National Executive Committee
Contract Type: Full-Time, Senior Management Fixed-Term Contract
Grade: Equivalent to Joint Secretary of Government of Nepal
Key Responsibilities
1. Strategic Leadership & Governance:
• Provide executive leadership to the National Headquarters (NHQ), Provincial Scout Offices, and Scout Centers to achieve the strategic goals outlined in the Nepal Scouts National Strategic Plan 2025-2028 and Vision 2032.
• Implement decisions and policies set by the National Council, the National Executive Committee, and the Chief Commissioner.
• Serve as the principal advisor to the Chief Commissioner and the National Executive Committee on all operational, managerial, and strategic matters.
• Act as the Secretary to the National Council and the National Executive Committee as per the by-law of Nepal Scouts, ensuring accurate documentation and effective communication of all proceedings.
• Drive organizational change and development initiatives to enhance operational efficiency, impact, and good governance.
2. Financial Stewardship & Resource Mobilization:
• Serve as the Drawing and Disbursing Officer (DDO) for the National Headquarters, ensuring strict financial discipline, accountability, and transparency.
• Oversee the development, management, and execution of the annual budget, financial systems, and internal controls.
• Ensure timely and transparent internal and external audits in compliance with national laws and organizational policies.
• Develop and execute a comprehensive Business Development and Fundraising Strategy to ensure the long-term financial sustainability of Nepal Scouts.
• Act as a trustee for the organization’s property and assets (including KISC and Sundarijal), ensuring their proper maintenance, utilization, and commercial optimization.
3. Stakeholder Engagement & International Representation:
• Build and maintain strong, collaborative relationships with key government ministries (particularly Youth & Sports), WOSM, WAGGGS, international donor agencies, and strategic partner organizations.
• Serve as the primary liaison between Nepal Scouts and Provincial/Local Scout Associations, facilitating support and ensuring strategic alignment.
• Represent Nepal Scouts authoritatively at national and international forums, conferences, and events, enhancing its profile and securing valuable partnerships.
4. Organizational Development & Human Resources:
• Provide leadership to all NHQ staff, fostering a high-performance culture of excellence, professionalism, and teamwork.
• Oversee the effective implementation of human resource policies, including recruitment, performance management, compensation, and professional development.
• Champion and ensure the robust application of the Child Protection & Safeguarding Policy (“Safe from Harm”) across all operations.
• Ensure a safe, inclusive, and supportive environment for everyone throughout the organization and movement.
3. Qualifications and Experience
Education:
A Bachelor’s degree in Management, Business Administration, Public Administration, International Relations, or a related field, Master’s degree and other degree’s are preferred.
Professional Experience:
Minimum of 8 years of progressive professional experience.
Proven experience in strategic finance planning, organizational development, and change management, preferably within a large non-profit, NGO, or membership- based organization.
Demonstrable experience in financial management, budgeting, resource mobilization, and ensuring financial sustainability.
Experience with public funding and international donor grants is essential. National and International Scout Trainings and other experience are highly preferred.
Extensive experience in high-level stakeholder engagement, government liaison, and international representation.
Previous experience working with volunteer-based movements, youth organizations, or within the Scout/Guide Movement is a significant advantage.
Familiarity with the structures and policies of WOSM and/or WAGGGS is highly desirable.
Technical Skills & Competencies:
Exceptional strategic thinking, leadership, and people management skills. Strong financial acumen and experience in managing multi-source, multi-million rupee budgets. Excellent negotiation, communication, public speaking, and diplomatic skills. Fluency in English and Nepali (both written and spoken) is mandatory. Proficiency in standard office software suites and understanding of digital transformation.

Terms and Conditions:
The successful candidate will be offered a competitive compensation package commensurate with the seniority other role, including benefits as per the organization’s policy. The appointment will be made on a fixed-term contract (typically 4 years), subject to a probationary period and performance reviews. Benefits will include social security fund, gratuity and other allowances as per the rules of Nepal Scouts.
